Board of Commissioners approves design work for Antioch Water Treatment expansion

FORSYTH COUNTY, Ga. — The Board of Commissioners approved a contract with Black and Veatch Corporation Tuesday in the amount of $342,233 for the Phase 3 expansion design of the Antioch Water Treatment Facility.

The expansion will increase capacity to 40 million gallons daily and adds three new membranes, new basin, high service pump, and warehouse. The original budget for the project was $1,990,410.The latest amendment brings the total to $2,345,143.

The design is expected to be completed in October with construction bids expected to be received in December. Total cost of the project is estimated at approximately $28.6 million and is io be completed in the spring of 2025.

After some changes in the language, the County will re advertise a resolution that allows county commissioners to hold office in a county other than Forsyth or any municipality whose boundary doea not abut Forsyth County. Once the resolution is drafted, it must be approved by the Board of Commissioners then sent to the state legislature.

The Board also approved an inmate work detail program with the Georgia Department of Corrections in the amount of $49,318. The program calls for inmates to work four days a week and includes the cost for one correction officer. The inmates will work on litter pickup, weed eating, debris removal, and assisting Keep Forsyth County Beautiful. The program has been suspended due to the pandemis.

 

 

 

County will consider inmate work detail agreement with Department of Corrections

FORSYTH COUNTY, Ga. — The Board of Commissioners will consider approval of an Inmate Work Detail Agreement with the Georgia Department of Corrections when they meet in a work session Tuesday, May 10 at 2 p.m. in the County Administration Building, 110 East Main Street in Cumming.

The department will provide up to 10 inmate workers and one correctional officer four days per week subject to holidays and other off days and a vehicle for transporting the inmates on work detail.

The County will pay the Department $49,318 for its services, and will also provide the Department necessary equipment to complete the work detail;

Other items the Board will consider include:

  • Authorization for the Forsyth County Sheriff’s Office to apply to the FY 2022 Byrne Discretionary Community Project Funding Grants Program in the amount of $235,000 with no match required;
  • A;pproval to apply for the FY 2022 Byrne Discretionary Community Project Funding Grants Program in the amount of $90,000.00 with no match for two high school drug counselors. This award has been designated for funding through Representative Bourdeaux’s Community Project Funding request, now part of the Consolidations Appropriations Act, 2022 (Public Law 177-103);
  • Acceptance of the Georgia Recreation and Park Association BOOST grant in the amount of $48,000 with no required match to fund summer programming for participants enrolled in the Parks and Recreation Therapeutic Program during June-July 2022 with approval of a Budget Resolution;
  • A  2022 annual MOU with Learning for Life concerning a year-round training program, support service, and resources to help participating organizations implement career education programs for youth;
  • Providing direction regarding the revocation of the Conditional Use Permit (CUP) for CP190012, Norshaw Properties, LLC. In accordance with UDC 8-5.5(I), if an application for a Land Disturbance Permit has not been submitted within 18 months of approval, the Board may consider revocation of the CUP;
  • Approval of Amendment #2 to the Master Services Agreement with Healthstat, Inc. to provide a 3% price increase as outlined in the Master Services Agreement;
  • Approval to award Bid 22-35-3320 to Helix Group, Inc. in the amount of $99,171.62 to provide all labor, materials, and equipment for the Henderson Drive Waterline Extension;
  • Approval of Amendment 2 under Task Order 13 of the Engineering Services Agreement with Black & Veatch Corporation for the Antioch Water Treatment Plant Phase 3 Expansion Design in a not to exceed amount of $342.233;
  • Approval to award Bid 22-29-1514 to Backbone Infrastructure  in the amount of $728,544.96 toprovide all labor, ma terials and equipment for the construction of Shiloh Road at Shiloh Road East Roundabout-PE139;
  • Approval of Change Order #2 with Vertical Earth, Inc. for the SR 369/GA 400 Interchange project portion. This Change Order incorporates additional construction services, cost savings, and time extension. This Change Order adds a net total of $510,257.69 to the original contract value of $23,385,495.40 and the addition of 20 calendar days to the executed contract;
  • (12) Board consideration and approval of Change Order #3 with Vertical Earth, Inc. for the SR 369 Widening project portion. This Change Order incorporates additional construction services and adds a net total of $258,410.78 to the original contract value of $21,765,283.92. Staff recommends this Change Order for Board authorization;
  • Approval of the Budget Resolution for a quote for Procore Enterprise Project Management System from April 2022 to April 2023. The cost is based on General Services Administration (GSA) rates and is $59,302.14, including implementation, training, and $30 million dollars of construction contract volume.;
  • A request to sign documents required by the Atlanta Regional Commission to procure services to perform The McFarland Livable Centers initiative Feasibility Study, which was approved by the Board on February 17, 2022;
  • Acceptance of two lots in the Pebblebrook subdivision for County ownership;
  • Termination of the Forsyth County COVID19 Pandemic Resolution;
  • A modification to Home Rule regarding BOC qualifications.

Board of Commissioners holds public hearing on four new subdivisions

FORSYTH COUNTY, Ga. — The Board of Commissioners will consider requests from developers to rezone property for four new subdivisions when it meets Thursday at 5 p.m. in the County Administration Building in Cumming.

Toll Brothers, Inc. ZA 4037 is a request to rezone115.253 acres for  128 residential lots and ZA 049 is a request to build 60 residential lots on 48.616 acres.

Century Communities of Georgia has requested rezoning on 88.45 acres for 105 residential lots and MKW Capital. LLC has applied for rezoning to accommodate building 92 lots on 104.3 acres.

In other public hearings, the Board will consider:

County will advertise millage rate of 27.614

CFO Marcus Turk

FORSYTH COUNTY, Ga. — During Tuesday’s work session, the Board of Commissioners unanimously approved Chief Financial Officer Marcus Turk’s request to advertise a tentative millage rate for the FY 2021 budget.

The overall millage rate is tentatively 27.614 mils, 19.718 mils for the Forsyth County School System and 7.896 for the county. The FY 2020 millage rate was 27.654.

The proposed budget anticipates $163, 966,724 in general fund revenue, an increase of approximately 8 percent over last year, and $158,772,324 in expenditures, with $5,194,400 available to add to the contingency.

Turk projected a 3 percent increase in real and personal property taxes for the purpose of the millage rate authorization request.

The Fire Fund revenue is projected at$30,499,644 with expenditures anticipated at$29,486,265.

County Manager Kevin Tanner said, “Because of the conservative nature of Forsyth County the last several years, not only has your millage rate remained but you also have a plan in place to build the new administrative facility and purchase property and pay cash. No bonds. No SPOST funds. Cash. Very few counties in the country are managed as well as Forsyth County has been.”

Board to award bid for water main improvements on Bentley Road, Tuesday

FORSYTH COUNTY, Ga. – The Board of Commissioners is expected to award the bid for construction of water main improvements on Bentley Road and Derby Drive to Strickland & Sons Pipeline, Inc. in the amount of $1,321,432.25 when it meets in a work session Tuesday (May 25) at 2 p.m. in the County Administration Building 110 EAST MAIN STREET, SUITE 220 Cumming.

Agenda items to be considered include:

  • A presentation by County Manager Kevin Tanner;
  • A list of items as surplus with authorization for the Department of Procurement to dispose of accordingly;
  • Awarding Construction documents for the Bennett Park Improvements to Hayes James & Associates in the amount of $621,200.00;
  • An amendment to the Construction Services Agreement with Vertical Earth on the S.R. 369/GA 400 Interchange;
  • Board consideration and approval of the Post Construction Services with Pond & Company and Construction Administrative Services with Atlas on the Ronald Reagan Boulevard Extension Project. Total cost for both is $961,869.21;
  • Award Bid 21-41-1620 to paint the exterior/interior of Fire Stations #1, #2, #3, #4, #7, and #12 to Yates Painting, LLC in the amount of $74,450;
  • Award Bid 21-42-1620 to provide all labor for removal and finishing of flooring of Fire Stations #2, #3, #4, #5, #7, and #12 to Extreme IFC, LLC; 2021 Public Facilities Budget in the amount of $69,662;
  • Award Bid 21-46-3120 for the purchase of two (2) new Tandem Dump Trucks with 12” Asphalt Lip with approval of a Budget Resolution for the Department of Roads and Bridges to Peach State Truck Centers, LLC in the amount of $227,209.94;
  • Award Bid 21-50-1620 to provide all labor for the renovation of the Courthouse Annex Boiler Room to Crown Services Contractors, LLC in the amount of $52,988;
  • Award Bid 21-52-1620 for the Phase 1 Matt Schoolhouse Renovations for the Department of Public Facilities to K-Team Engineering & Construction, Inc. in the amount of $308,968;
  • Award Bid 21-57-3340 for the Phaseout of the Kendrick Lift Station for the Department of Water and Sewer to Site Engineering, Inc. in the amount of $285,200;
  • Award Bid 21-60-3150 to provide all materials, labor, and traffic control on an as-needed basis for the installation of Painted and/or Thermoplastic Striping and Raised Paving Markers as on County roadways for calendar year 2021 to Peek Pavement Markers, Inc;
  • Award RFP 21-39-5211 for the Sawnee Mountain Park Playground Design and Installation for the Department of Parks and Recreation to PlaySouth Playground Creators in the amount of $249,780;
  • A Service Agreement with Sawnee EMC to upgrade a transformer to provide adequate electrical service for the Matt Schoolhouse Renovation;
  • Funding for the addition of one raw water pump at the City of Cumming intake to supply raw water to the County Water Treatment Plant. Funding is requested in the not-to-exceed amount of $1,796,300.00 with the total amount paid to the City of Cumming limited to the actual cost required to design, purchase, install, and inspect this pump;
  • A memorandum of understanding with ARC for an additional period of participation and funding (for legal and technical assistance) of the Coordinating Committee for those jurisdictions receiving their water supply from the Apalachicola-Chattahoochee-Flint River Basin and the Alabama-Coosa-Tallapoosa River Basin (the “ACT Basin”);
  • A Water Storage Agreement (“Sub-Contract”) between Forsyth County and Georgia EPD for the right to utilize raw water storage in Lake Lanier for municipal and industrial water supply with authorization for the Chair to execute all necessary documents to effectuate the Agreement;
  • An Intergovernmental Agreement between Forsyth County and the City of Cumming containing terms, conditions, and stipulations including sharing the cost for storage of water in Lake Lanier with authorization for the Chair to execute all associated and necessary documentation;
  • A proposal to allow the operation of drones on the Denmark Park property;
  • (19) Board consideration and authorization to apply for the FY 2022 Member Community Project Funding to aid in the operation of the Sheriff’s Office Crisis Intervention Response Team (CIRT) that has been in operation since August 2020. The amount requested is $235,000, which covers annual salaries and benefits of CIRT, with no County match required;
  • Authorization to apply for the FY 2022 Member Community Project Funding to aid in the expansion of The Insight Program, a certified drug and alcohol treatment program, which is currently in operation at Gateway Academy. The amount requested is $90,000, with no County match required;
  • Approval of the updated Title VI Plan;
  • Approval of a Budget Agreement between Forsyth County and The Board of Regents of the University System of Georgia on behalf of the University of Georgia Extension regarding the County portion of salaries and associated benefits provided to County Extension personnel;
  • Approval of a Budget Resolution to re-budget encumbered and carryover items from 2020; items were budgeted in 2020, but were not received or completed in 2020;
  • Staff direction regarding a County-Initiated request to rezone parcel 093-024, owned by Roger Cox, from A-1 to Res2;
  • A County-Initiated Conditional Use Permit (CUP) for an open storage yard;
  • A County-Initiated Conditional Use Permit (CUP) for an open storage yard, CUP for climate controlled storage; variance to required landscape strip along the western property boundary from 6 ft. to 0 ft., variance to required buffer adjacent to RES6 property along the north boundary from 40 ft. to 10 ft., variance to eliminate the required 5000 ft. sewer distance requirements, and variance to reduce the required impervious surface setback from 75 ft. to 50 ft. – Parcels 250-004, 250-039, and 250-178;
  • A possible UDC Amendment that would authorize County staff to initiate a corrective zoning, zoning condition amendment, variance, or CUP, in association with the approval of the affected district commissioner, upon discovery of an omission or error associated with a recent land use approval;
  • A Supplemental Agreement #2 of the Project Framework Agreement on PI 0007526 for SR400 at McGinnis Ferry Road Widening and Auxiliary Lanes between Georgia Department of Transportation and Forsyth County;
  • A Proclamation declaring the week of May 16 through May 22, 2021, as Public Works Week in Forsyth County, Georgia;
  • A request by Vickery Residential Association for Forsyth County to be a sponsor for a 2020 grant to VRA for funds to repair the Green Lake Dam;
  • Staff direction regarding landscaping in the roundabout on Union Hill at Kennemore Drive;
  • A request by the Board of Registrations and Elections for an increased meeting per diem and monthly expense account;
  • A conflict waiver involving Jarrard & Davis, LLP to allow representation of Forsyth County in certain foreclosure actions involving the Forsyth County Tax Commissioner;
  • A Conflict Waiver that will authorize Jarrard & Davis, LLP to prepare an IGA between Forsyth County and the City of Milton for a coordinated roadway maintenance project on Bethany Bend;
  • An IGA between Forsyth County and the City of Milton for a coordinated roadway maintenance project on Bethany Bend. Staff requests this Item be considered on a “Time Sensitive” basis – County Attorney
