Commissioners approve FY2022 budget

Commissioners recognized Nov. 4 as the start of Diwali, also known as the “Festival of Lights,” It symbolizes the victory of dharma, and good over evil, and is one of the most celebrated festivals of Hindus, Sikhs and Jains..

FORSYTH COUNTY , Ga. – The Board of Commissioners approved a resolution to adopt the $164.2 million FY 2022 budget that includes a 4 percent increase in the cost of living allowance for all county employees and an increase in the  allowance for the employees 401(k) during Thursday’s meeting.

If approved, the General Fund budget will be balanced at $164,174,088 and will include a 4 percent increase in the cost of living allowance (COLA) for all county employees as well as an increase in the budget allowance for employees 401(k) match.

The largest expenditure is the $57,557,045 budget for the Sheriff’s Office, a 6.7 percent increase over 2021. The fire department will operate on a budget of $32,426,794.The millage rate remains unchanged.

Kirk Wintersteen, who said he has attended county commission work sessions the last 10 years, said, “I believe the county commission is being careful with the money. The majority of the budget goes to public safety. It goes to the Sheriff’s Office. It goes to Fire Services. Our sheriff is doing a great job.”

The Board also approved a number of county initiated zonings and Agribusiness conditional use permits (CUP) that will preserve farmland in the county.

Commissioners unanimously approved CUPs for: Kinzey Farms on Jot’em Down Road; Warbington Farm Road on Crow Road; Castleberry Farm on Westbrook Road; Bottoms Christmas Tree Farm on John Burruss Road; Henderson Farm on Pilgrim Mill Road.

Chairwoman Cindy Mills said she was happy about preserving the county’s farmland.

“I feel really happy that we have changed over 500 acres of property tonight just by my estimation,” she said. “We have plenty of residential and not enough agriculture.”

The Board also approved a request for an Amendment of Zoning Conditions on ZA3171 (QBQ Properties, LLC. an alternate design for Floor and Decor Outlets, Inc. regarding exterior paint colors and amendments to the Unified Development Code related to Sheds in A1 within Chapters 3, 15, and 16.

Commissioner Alfred John was unanimously selected to be Chairman for 2022.

 

 

 

 

 

 

 

 

 

BOC to set FY 2022 budget Thursday

FORSYTH COUNTY, Ga. — County commissioners are expected to approve a resolution to adopt the FY 22 budget when they meet in a regular session Thursday at 5 p.m. in the County Administration Building, 110 East Main Street in Cumming.

If approved, the General Fund budget will be balanced at $164,174,088 and will include a 4 percent increase in the cost of living allowance (COLA) for all county employees as well as an increase in the budget allowance for employees 401(k) match.

The largest expenditure is the $57,557,045 budget for the Sheriff’s Office, a 6.7 percent increase over 2021. The fire department will operate on a budget of $32,426,794.

The budget anticipates the addition of seven new full-time employees.

Commissioners are expected to approve a proclamation declaring Nov. 4, 2021 as the Festival of Diwali in Forsyth County. Diwali is a festival of lights and one of the main festivals celebrated by Hindus.

There will also be a presentation of Milestone Service Awards to various County employees for having reached twenty-five or more years of service.

Public hearings on the agenda include:

  • The County-Initiated Conditional Use Permit for Agritourism on property currently zoned Agricultural District (A1) – Parcel 290-013 – CP210032;
  • The County-Initiated Conditional Use Permit for Agritourism on property currently zoned Agricultural District (A1) – Parcels 269-045 and 281-004 – CP210033;
  • The County-Initiated Conditional Use Permit for Agritourism on property currently zoned Agricultural District (A1) – Parcels 120-038, 146-002, and 146-281 – CP210034;
  • The County-Initiated Conditional Use Permit for Agritourism on property currently zoned Agricultural District (A1) – Parcels 291-043 and 291-044 – CP210031;
  • The County-Initiated request to rezone from Single Family Residential Restricted District (R2R) to Agricultural District (A1) with a Conditional Use Permit (CUP) for Agritourism – Parcels 221-535, 221-705, 221-754, and 221-777 – ZA4030;
  • A request for variances to the UDC, Table 11.2(b) by Toll Brothers, Inc. – Parcels 010-139 and 010-098 – VA210077;
  • The County-Initiated request to rezone from Single Family Residential District (RES2) to Agricultural District (A1) – Parcel 005-022 – ZA4032;
  • A request for an Amendment of Zoning Conditions on ZA3411 (Paces Battle Properties, LLC) by Blastoff Construction, Inc. – Parcel 084-006 – AZ210042;

  • A request by Jonathan Gonzalez – ZA4007 – to rezone from Agricultural District (A1) and Single Family Residential District (R1) to Commercial Business District (CBD) with a Conditional Use Permit (CUP) for an open air business on 2 acres associated with an existing 1,036 sq. ft. building with 8 parking spaces with the following variances: 1.) Under Old Business, the Board will consider amendments to Chapter 20b related to Specialty Districts within the Unified Development Code of Forsyth County.

Under New Business the Board will consider:

  • A request by Michael and Susan Fazio for a Public Hearing regarding an appeal of the Zoning Board of Appeals’ (ZBA) decision to deny a variance on VA210068 (Michael Fazio);
  • A request by Aqua Blue Pools of Atlanta for a Public Hearing regarding an appeal of the Zoning Board of Appeals’ (ZBA) decision to deny a variance on VA210070;
  • Select the Chair for calendar year 2022.

Public hearings on FY 2022 budget Nov. 3

FORSYTH COUNTY, Ga. – County Manager Kevin Tanner presented the FY 2022 proposed budget to the Board of Commissioners at Tuesday’s meeting and the timeline for final approval of the $163,174,088 document.

The budget planning process started in March 2021 with meetings between Tanner, the Finance Department and county department heads. In June, commissioners authorized staff to advertise the millage rate at 4 percent and in July millage rate public hearings were held. On November 3, the Board of Commissioners will hold public hearings and adopt the new spending plan.

The county receives only 28.6 percent of the tax revenue with the balance going to the Board of Education.

Tanner said county employees will receive a 4.9 percent cost of living allowance increase next year and the county will have a contingency fund of about $2.7 million

The Board also approved:

  • A purchase order with ATI Systems in the amount of $146,067.00; 2021 for the purchase of five additional early warning systems;
  • The award of Bid 21-115-3150 for Emergency Repair Pipe Lining and Grout at Chamonix Drive with Chase Reline Inc. in the amount of $203,300.00;
  • Change Order #5 with Archer Western, LLC on the Fowler Reclamation Facility Expansion Project for the Department of Water and Sewer;
  • The award of RFP 21-110-1562 to Foresite Group for as-needed third party review of Cell Tower Conditional Use Permit Applications for the calendar year 2022 for the Department of Planning and Community Development
  • The award of RFP 21-112-5211 for the Eagle’s Beak Park Playground Design and Installation for the Department of Parks and Recreation to GameTime in the amount of $299,645.87;
  • Amendment #5 to the Task Order with CH2MHill Engineers, Inc. for the Fowler Reclamation Facility Expansion Project for the Department of Water and Sewer in the amount of $47,508;
  • Issue of a Task Order to Precision Planning, Inc. for Field Survey, Utility Relocation Design, Permitting, and Construction Support Services for the Post Road Widening from Kelly Mill Road to SR 20 Project in an amount not to exceed $192,715;
  • Issue of a Task Order to Precision Planning, Inc. for Water and Sewer Field Survey, Utility Design, and Construction Support Services for the SR 9 at SR 369 Connector/Bannister Road Project in an amount not to exceed $85,870;
  • The Sheriff’s Office request to change designated official pertaining to Criminal Justice Coordinating Council Law Enforcement Training Grant Award #K-75-8-017;
  • Authorization for the Sheriff’s Office to accept award for the FY2022 Governor of Highway Safety H.E.A.T Grant federal funds in the amount of $77,680.64 with a 60% match required in the amount of $116,520.96.;
  • Authorization for the Sheriff’s Office to accept award of the FY2021 State Homeland Security Program/CERT, Project #13, in the amount of $11,306 (no match required);
  • Authorization for the Sheriff’s Office to accept award for the FY2021 State Homeland Security Program/ EOD K9, project #50 in the amount of $73,500 (no required match).
  • Approval of a Resolution authorizing a 5% sewer service and reuse water rate increase for the Manor Development;
  • Approval for the restoration of the Tolbert Street Cemetery by Leadership Forsyth as its 2021/2022 class project;
  • Direction regarding a County-Initiated Sketch Plat for a 20,720 sq. ft. addition to an existing 76,000 sq. ft. office/manufacturing facility on 5 acres currently zoned Restricted Industrial District (M1):
  • Amendments to the Board of Commissioners’ Rules and Procedures regarding Proclamations and/or Ceremonial Resolutions;
  • The redrawing of district boundary lines;
  • A First Amendment to the Tower Site Lease Agreement and Memorandum between the Board of Commissioners of Forsyth County and Crown Castle Towers 06-2 LLC;
  • A quit claim deed in favor of Arthur Carrasco and Lillian Carrasco (1295 Rockbass – Riverbrooke Subdivision) related to a delinquent sewer payment lien associated with Waterscape Utilities;
  • A resolution to condemn property interests in parcel 11 of the Old Atlanta Road, Phase IV, Project No. WID 0208-1 with authorization for the Chair to execute documents in furtherance of same. Estimated just and adequate compensation: $70,800.00;
  • Authorization for the County Attorney to execute and file with the Superior Court a Consent Order and Judgment resolving all issues in the condemnation involving Bethelview Road Parcel 213 in the amount of $ 71,100 with authorization for the Chair to sign a Quitclaim Deed releasing the permanent easement to the owners, Jerry and Barbara Bagley, subject to the terms of the Consent Order and Quitclaim Deed that the owners maintain the drainage in the area of the permanent easement.
  • Direction regarding a County-Initiated rezoning from A1 to M1 with a variance to the sewer distance requirement, Parcel 250-172;

All votes were 4-0 with Commissioner Molly Cooper absent ad Commissioner Alfred John abstained on the restoration of the Tolbert Street Cemetery.
