Renovations repairs to parks and library on Tuesday BOC agenda

FORSYTH COUNTY, Ga. – Commissioners will consider making renovations and improvements at several county parks and the Cumming Branch Public Library when they hold a work session Tuesday at 2 p.m. in the County Administration Building, 110 East Main Street in Cumming.

EMA Director Chris Grimes will start the meeting with an update on the distribution of the COVID-19 vaccine.

County staff will recommend the awarding of a contract for the construction of a new parking lot, multiple pavilions, trails and lookouts at Eagles Beak Park in the amount of $2,497,373 to Bayne Development Group, LLC.

Commissioners will also consider approval of a contract to Crown Service Contractors for restroom and bath house renovations at Shady Grove Campground, Charleston Park, and Young Deer Park in the amount of $148,252.00.

The roof replacement at the county library is expected to cost up to $857,000.Staff will recommend SRS, Inc. be awarded the contract.

Other items to be considered include:

  • A purchasing Card and Credit Card User Agreement signed by Coroner Paul Holbrook
  • Approval to declare the list of items as surplus with authorization for the Department of Procurement to dispose of accordingly;
  • Approval to award Bid 21-03-1620 to provide and install a natural gas 100kW Emergency Power Generator and Automatic Transfer Switch at the Public Health Facility to ATS in the amount of $65,620.00;
  • Approval to award RFP 20-112-0610 for Risk Management and Supplemental Property and Casualty Brokerage Services in 2021 for the Department of Risk Management to Arthur J. Gallagher Risk Management Services, Inc., in the amount of $48,000.00;
  • Ratification of the Civil Service Board’s reappointment of Kathy Echols as Civil Service Board Clerk for calendar year 2021;
  • Ratification of the Civil Service Board’s reappointment of Richard Neville, Neville & Cunat, as Counsel & Hearing Officer to the Civil Service Board for calendar year 2021 at a rate of $270 per hour;
  • Ratification and approval of a Memorandum of Agreement with the Metropolitan North Georgia Water Planning District for the Toilet Rebate Program. This Agreement offers up to $15,000 in rebates for multi-family residential customers;
  • Approval of a Sewer Reservation Agreement with Trillium Montessori at Cumming, LLC for 2,272 gpd with authorization for the Department of Water and Sewer to purchase the sewer capacity from the City of Cumming;
  • Approval to lease space for storage of supplies and equipment for the Emergency Management Agency. Currently items are stored in unconditioned storage containers at the Public Safety Complex and storage space is at and/or exceeding capacity. The estimated lease space is 2,400 – 3,000 SF and the Lease Rate will be $3,000 per month for an annual cost of $36,000; this Lease was not budgeted for 2021;
  • Authorization to apply for the State of Georgia FY2020 Local Maintenance & Improvement Grant (LMIG) for an amount not to exceed $2,420,036.63 with a required match of up to $1,037,158.50 with authorization for the Chair to execute any related application documents;
  • Approval for four private streets in The Ascent, a new subdivision;
  • Possible direction regarding a County-Initiated request for a variance to eliminate the Georgia Highway 400 40 ft. undisturbed buffer for the placement of a sewer line (UDC 10-1.10(A)(1)) – Parcel 063-057;
  • Appointment of a Representative for the Region One Department of Behavioral Health and Developmental Disabilities (DBHDD) Advisory Council. The proposed appointment will immediately fill the current vacant seat, with that remainder term to expire on March 4, 2021. Concurrently, it is the intention that this Board appointment will automatically be appointed to commence and fill the 3-year term that begins March 5, 2021;
  • Consideration of a Boundary Line, Maintenance, and Indemnification Agreement for Heard Road with Thomas E. Ritchie and Ansley L. Ritchie, as Trustees of the L’Eroica Trust U/A with Thomas E. Ritchie and Ansley Laird Ritchie dated April 14, 2014;
  • Approval/ratification of a Supplemental Agreement to the SR 400 @ SR 369 Construction Agreement with the Georgia Department of Transportation (GDOT);
  • Consideration of a Settlement Agreement, Assignment and Release between Forsyth County and United States Surety Company in connection with the Sanders Road Sidewalk Project – County Attorney;
  • Consideration of City annexation of parcels 193-016 & 193-491 (+/- 21.259 acres of land) – County Attorney.

Two vaccine events set this week

FORSYTH COUNTY, Ga. — Forsyth County held two COVID-19 vaccination events last week, with two more completely booked, appointment-based events set for this week.

The Forsyth County Board of Commissioners recognized the need to increase the opportunity for residents to receive COVID-19 vaccines. County departments worked together to organize the events.

“Our Emergency Management Director Chris Grimes pulled together resources from the County’s Information Systems & Technologies, Fire Department and Sheriff’s Office, as well our partners at Northside Hospital and Public Health, to make these appointments available,” said County Manager Kevin Tanner. “We also greatly appreciate the two organizations from our faith community who are allowing us to use their facilities.”

Please note that all appointments for the week of Jan. 24 have been filled and future vaccination events are dependent upon vaccine availability. The County’s vaccine distribution is intended to supplement that of Public Health. Vaccines will continue to be provided by private physicians, pharmacies and Public Health, as available.
