New amenities will be unveiled at Eagle’s Beak Park ribbon cutting Aug. 16

FORSYTH COUNTY, Ga. — The facelift at Eagles Beak Park is complete and County Commissioners and the Parks and Recreation Department will hold a ribbon cutting Tuesday (Aug. 16) at 3 pm. to celebrate the occasion.
The new amenities, including an inclusive playground, a 1.25-mile paved walking trail, and historical signage marking the Trail of Tears will be unveiled along a scenic river overlooked by a picnic pavillion.

“Eagles Beak Park combines history and beauty along the Etowah River, and we are very excited to provide access to another great natural resource in Forsyth County,” said Parks & Recreation Director Jim Pryor.
The additions to the park have been made possible through a Georgia Department of Natural Resources grant in the amount of $2.25 million. Eagle’s Beak Park is one of 14 statewide recipients of the inaugural Georgia Outdoor Stewardship Program (GOSP) grant. The County’s contribution to the grant is $769,000, which is paid through the County’s Landfill Host Fee fund.
“To be selected in the first year of this new grant program is a testament to our great staff who worked hard on the application,” said Forsyth County Board of Commissioners District 4 Commissioner Cindy Jones Mills,
“When I first heard that this opportunity was available, I thought about Eagle’s Beak, located on the Trail of Tears. I knew this would be a perfect place to honor the rich Native American history of the area and have a park where parents can teach their children about it. The park will also be the northwest starting point for the North Subarea Trail System which will run east across the County to connect with Lake Lanier once completed.”
Construction was provided by the Bayne Development Group, and the architect for the new amenities was Hayes-James & Associates.
Eagle’s Beak Park, located in northwest Forsyth County, also has amenities such as a canoe/kayak launch on the Etowah River, a 1.3-mile nature trail and restroom facilities.
BOC agenda packet will provide added insight into county government

FORSYTH COUNTY, Ga. — The Board of Commissioners took a giant step toward increasing transparency in county government during Tuesday’s work session with unanimous approval of a motion to begin publication of the Board’s Agenda Packet on the county website.
The packet drills down on the meeting agenda by providing a detailed explanation of each item to be presented in both the work sessions and regular meetings. The packet contains the same information that commissioners have access to throughout the meetings.
As County Attorney Ken Jarrard explained, “The bottom line is this is about transparency. That is where the objective is to give the citizens as much information as possible. At the end of the day, it is very much a positive thing.”
The Board also:
- Agreed to declare a list of items as surplus with authorization for the Department of Procurement to dispose of accordingly;
- Approved a Change Order with Bayne Development Group, LLC on the Eagle’s Beak Park Project in the amount of $120,239.58;
- Authorized the addition of demolition of the Parkstone Wastewater Treatment Plant to the Department of Water and Sewer Capital Project Plan (CIP) with approval of a Task Order with Hayes, James & Associates in the amount of $105,009.00;
- Approved a software licensing and implementation project with Tyler Technologies to track and report animal violation cases for the Department of Animal Services in the amount of $82,100.00 for the Animal Services Project with permission to continue the annual renewal / maintenance (based upon business need) for the life of the software with authorization for the County Manager to sign the appropriate documents;
- Approved of the Sole Source Purchase of Hurst Extrication Equipment through MES-Southeast for the Fire Department from MES-Southeast in the amount of $230,533.60 for the purchase of Hurst Extrication Equipment;
- Approved Bid 20-100-1620 to provide materials, equipment, and labor for the LED Lighting Replacement Project at five County locations in the amount of $99,900.17;
- Approved Bid 21-108-2410 for the purchase of new Paratech Trench Rescue Equipment and trade-in the old equipment for the Fire Department to Georgia Fire and Rescue Supply in the amount of to $98,829.80 with permission to trade-in the old equipment;
- Approved RFP 21-99-1500 for providing services to hold a Household Hazardous Waste Drop-Off Event for the Department of Recycling and Solid Waste to Clean Earth of Alabama. Service is budgeted with the Department and the cost will be dependent upon the amount of waste received from citizens
- Approved RFP 21-101-1620 for Architectural / Engineering Services for the Old Matt Schoolhouse, Phase 2, for the Department of Public Facilities to Jericho Design Group in the amount of $67,600.00; Capital Outlay Project Budget;
- Approved a Special Facility Use Agreement with Timberline Glamping (formerly known as Georgia Glamping Company, LLC) to allow Courtesy Dumping Service to RVs staying in Shady Grove Campground. County will be paid $1,000.00 per year;
- Approved a 5-year renewal of the Special Facility Use Agreement with Timberline Glamping (formerly known as Georgia Glamping Company, LLC) for glamping setups at thirteen dedicated campsites;
- Approved an updated Site Master Plan for Shady Grove Campground;
- Approved RFP for providing Architectural Design Services for the Denmark Library to McMillan Pazdan Smith Architecture in an amount not to exceed $605,900.00; SPLOST 8, Impact Fees, and a State Capital Grant are the funding sources for this Project, which is included in the Capital Improvement Program;
- Decided to take a request by the Superior Court of Forsyth County to increase the County Supplements of newly hired Superior Court Judicial Assistants back to the finance department for further evaluation before bringing it back before the Board on Oct. 12;
- Agreed to initiate the rezoning process regarding an agreement Concerning Environmental Campus Drive between MKW Capital, LLC, JOJO Capital, LLC, the City of Cumming, and Forsyth County, which Agreement includes the potential swap of real property owned by MKW Capital, LLC, and JOJO Capital, LLC, with real property owned by Forsyth County ­ County Attorney;
- Approved an agreement for Exchange of Realty at Sawnee Mountain Preserve, involving Forsyth County and John North and tax parcel 125-113 and tax parcel 125-116;
- Approved a first amendment to Memorandum of Understanding Regarding Disposition of 608 Veterans Memorial Boulevard with the Development Authority of Forsyth County;
- Approved of the Consent Order and Judgment for Civil Action File No. 19CV­2206­2 in the amount of $113,000.00 in connection with Parcel 9 of the SR 369 at Ga 400 Project (Owners: Bobby Joe Wofford, Jr. and Benjamin Carl Wofford) ­.
Renovations repairs to parks and library on Tuesday BOC agenda

FORSYTH COUNTY, Ga. – Commissioners will consider making renovations and improvements at several county parks and the Cumming Branch Public Library when they hold a work session Tuesday at 2 p.m. in the County Administration Building, 110 East Main Street in Cumming.
EMA Director Chris Grimes will start the meeting with an update on the distribution of the COVID-19 vaccine.
County staff will recommend the awarding of a contract for the construction of a new parking lot, multiple pavilions, trails and lookouts at Eagles Beak Park in the amount of $2,497,373 to Bayne Development Group, LLC.
Commissioners will also consider approval of a contract to Crown Service Contractors for restroom and bath house renovations at Shady Grove Campground, Charleston Park, and Young Deer Park in the amount of $148,252.00.
The roof replacement at the county library is expected to cost up to $857,000.Staff will recommend SRS, Inc. be awarded the contract.
Other items to be considered include:
- A purchasing Card and Credit Card User Agreement signed by Coroner Paul Holbrook
- Approval to declare the list of items as surplus with authorization for the Department of Procurement to dispose of accordingly;
- Approval to award Bid 21-03-1620 to provide and install a natural gas 100kW Emergency Power Generator and Automatic Transfer Switch at the Public Health Facility to ATS in the amount of $65,620.00;
- Approval to award RFP 20-112-0610 for Risk Management and Supplemental Property and Casualty Brokerage Services in 2021 for the Department of Risk Management to Arthur J. Gallagher Risk Management Services, Inc., in the amount of $48,000.00;
- Ratification of the Civil Service Board’s reappointment of Kathy Echols as Civil Service Board Clerk for calendar year 2021;
- Ratification of the Civil Service Board’s reappointment of Richard Neville, Neville & Cunat, as Counsel & Hearing Officer to the Civil Service Board for calendar year 2021 at a rate of $270 per hour;
- Ratification and approval of a Memorandum of Agreement with the Metropolitan North Georgia Water Planning District for the Toilet Rebate Program. This Agreement offers up to $15,000 in rebates for multi-family residential customers;
- Approval of a Sewer Reservation Agreement with Trillium Montessori at Cumming, LLC for 2,272 gpd with authorization for the Department of Water and Sewer to purchase the sewer capacity from the City of Cumming;
- Approval to lease space for storage of supplies and equipment for the Emergency Management Agency. Currently items are stored in unconditioned storage containers at the Public Safety Complex and storage space is at and/or exceeding capacity. The estimated lease space is 2,400 – 3,000 SF and the Lease Rate will be $3,000 per month for an annual cost of $36,000; this Lease was not budgeted for 2021;
- Authorization to apply for the State of Georgia FY2020 Local Maintenance & Improvement Grant (LMIG) for an amount not to exceed $2,420,036.63 with a required match of up to $1,037,158.50 with authorization for the Chair to execute any related application documents;
- Approval for four private streets in The Ascent, a new subdivision;
- Possible direction regarding a County-Initiated request for a variance to eliminate the Georgia Highway 400 40 ft. undisturbed buffer for the placement of a sewer line (UDC 10-1.10(A)(1)) – Parcel 063-057;
- Appointment of a Representative for the Region One Department of Behavioral Health and Developmental Disabilities (DBHDD) Advisory Council. The proposed appointment will immediately fill the current vacant seat, with that remainder term to expire on March 4, 2021. Concurrently, it is the intention that this Board appointment will automatically be appointed to commence and fill the 3-year term that begins March 5, 2021;
- Consideration of a Boundary Line, Maintenance, and Indemnification Agreement for Heard Road with Thomas E. Ritchie and Ansley L. Ritchie, as Trustees of the L’Eroica Trust U/A with Thomas E. Ritchie and Ansley Laird Ritchie dated April 14, 2014;
- Approval/ratification of a Supplemental Agreement to the SR 400 @ SR 369 Construction Agreement with the Georgia Department of Transportation (GDOT);
- Consideration of a Settlement Agreement, Assignment and Release between Forsyth County and United States Surety Company in connection with the Sanders Road Sidewalk Project – County Attorney;
- Consideration of City annexation of parcels 193-016 & 193-491 (+/- 21.259 acres of land) – County Attorney.
