BOC work session set for Tuesday

FORSYTH COUNTY, Ga. — The Board of Commissioners will hold a work session at 2 p.m. Tuesday, Sept. 20 in the County Administration Building, 110 East Main Street in Cumming to address the following agenda:

(1) Presentation of 2023 Employee Health & Wellness Programs – Director, Department of Employment Services
(2) Board consideration and adoption of Health Insurance Programs as previously presented, including the adoption of the 2023 Contribution Rates for County sponsored Insurance Plans with authorization for the Director of Employment Services in conjunction with Benefits Brokers to move forward with implementation – Director, Department of Employment Services
(3) Board consideration and approval of an Agreement between Forsyth County and Farmers Property & Casualty Insurance Company to provide for Group Select Property & Automobile Insurance to eligible County employees with authorization for
the County Manager to execute documents in furtherance of the same – Director, Department of Employment Services
(4) Board consideration and approval of an Agreement between Forsyth County and Impact Interactive for Dependent Audit Services for the 2023 Health Insurance Coverage Period with authorization for the County Manager to execute documents in
furtherance of the same – Director, Department of Employment Services
(5) Board consideration of changes to Civil Service Handbook Policy 3 – Probationary & Regular Status to provide for retention of regular status in original position for promoted employees – Director, Department of Employment Services
(6) Board consideration and authorization for the Sheriff’s Office to enter into a contract with RSAT provider, The Insight Program, with permission for the Chair to sign associated documents. Staff requests this Item be considered on a “Time Sensitive”
basis – Grant Coordinator, Sheriff’s Office
(7) Board consideration and approval to declare list of items as surplus with authorization for the Department of Procurement to dispose of accordingly – Director, Department of Procurement
(8) Board consideration and authorization for staff to apply for the Recycling, Waste Reduction, and Diversion Grant in the not to exceed amount of $100,000.00 with no required match. Funding from said Grant will be used to purchase a plastic compactor and bins to clean-up the County’s Plastic Stream at the three recycling
centers – Grant Administrator, Department of Finance
(9) Board consideration and approval of an Amendment to Project Agreement regarding the 1978 Land and Water Conservation Fund Grant for Bennett Park. Staff requests
this Item be considered on a “Time Sensitive” basis – Director, Department of Parks and Recreation
(10) Board consideration and approval of a Professional Services Agreement between Forsyth County and A. Bill Powell for engineering-related services on a temporary as needed basis for the Department of Engineering. Staff requests this Item be
considered on a “Time Sensitive” basis – Director, Department of Engineering
(11) Board consideration and approval of a Contract Item Agreement Memorandum of Understanding (MOU) between the Georgia Department of Transportation (GDOT) and Forsyth County to include waterline relocations within the contract for a
Roundabout to be constructed at SR 9 at Bannister Road (Project PI 0015591) – Director, Department of Water and Sewer
(12) Board consideration and approval to award RFQ 22-76-3340 for Geotechnical Services for Church Road and Martin Road Gravity Sewer for the Department of Water and Sewer. Staff Recommendation: award to NOVA Engineering and Environmental, LLC in the amount of $28,495.00 with authorization for the County Manager to execute documents in furtherance of the same; funding source is ARPA Funds – Director, Department of Water and Sewer
(13) Board consideration and approval of a Task Order with Precision Planning Inc. for utility relocation engineering design and construction support services for the GDOT Intersection Improvement Project at SR 9 at CR 184/Jewell Bennett Road. Staff Recommendation: approve Task Order in the not to exceed amount of $66,960.00. Staff requests this Item be considered on a “Time Sensitive” basis -Director, Department of Water and Sewer
(14) Board consideration and approval to award Bid 22-64-1514 to provide all labor, materials, and equipment for the construction of Fire Stations #9 and #15 with authorization for the County Manager to execute documents in furtherance of the same. Staff Recommendation: award to Kevin Price Construction in the amount of $13,899,142.00; 2022 Capital Projects Budget and SPLOST – Director, Department of Capital Projects
(15) Board consideration and approval of a Task Order with NOVA Engineering and Environmental for construction materials testing and inspection services for the construction of Fire Stations #9 and #15. Staff Recommendation: approve Task
Order in the amount of $68,137.00 with an owner directed contingency of fifteen percent (15%); 2022 Capital Projects Budget – Director, Department of Capital Projects
(16) Board consideration and approval of Task Order No. 3 with Heath & Lineback Engineers, Inc. regarding the Roadway Connectivity/Pedestrian Construction Engineering and Inspection (CEI) Services As-Needed Services Agreement (dated
May 18, 2022, PEW08, GDOT PI No. 0004634) in the amount of $58,316.00 to perform a constructability review for the McGinnis Ferry Widening Project. Staff Recommendation: approve Task Order No. 3 with authorization for the County Manager to execute documents in furtherance of the same – Director, Department of
Capital Projects
(17) Board consideration and approval regarding the rebranding of Dial-A-Ride to “Access Forsyth” – Director, Department of Public Transportation
(18) Board consideration and approval of the 2021 Impact Fee Annual Update with authorization to advertise for a Public Hearing to occur on October 6, 2022. Staff requests this Item be considered on a “Time Sensitive” basis – Chief Financial Officer
(19) Board consideration and possible direction regarding a County-Initiated Amendment to zoning conditions on ZA3837 – Parcels 211-080, 211-081, 211-082, 211-083, 211-
084, 211-085, 211-086, 211-087, 211-088, 211-089, 211-090, 211-091, 211-092,
211-093, 211-094, 211-095, 211-096, 211-097, 211-098, 211-099, 211-100, 211-101,

(20) Board discussion and possible direction regarding amendments to Coal Mountain Overlay signage within the Unified Development Code – Mills / Levent
(21) Board consideration of a County-Initiated variance to reduce the landscape strip abutting Bottoms Road from 25 ft. to 0 ft. (Table 14.2) – Parcel 235-218 – District 4 – Mills / Levent
(22) Board consideration of proposed modifications to the Unified Development Code to allow a personal service establishment in the M1 zoning district – Levent / Mills
(23) Board discussion and possible direction regarding a possible moratorium on enforcement of the fencing prohibition in conservation subdivisions – County Attorney
(24) Board consideration and approval of an Easement across Central Park property (Parcel 193-034) in favor of the City of Cumming for the installation of a sewer line – County Attorney
(25) Board consideration of proposed modifications to the UDC based upon the recent changes to the Zoning Procedures Law – County Attorney (Postponed from the August 23, 2022 and September 6, 2022 Agendas)
(26) Board consideration and approval of the Utility Accommodation Ordinance with authorization for staff to proceed with the Public Hearing process. Staff requests this Item be considered on a “Time Sensitive” basis – County Attorney
(27) Board consideration of a Conflict Waiver to authorize Jarrard & Davis, LLP to represent Forsyth, Cherokee, and Milton in preparing an Intergovernmental Agreement to allow Forsyth County to provide water/sewer utility services to a Toll
Bros. development located within Milton/Fulton and Cherokee – County Attorney
