Board of Commissioners approves the Dick Creek phase-out project

FORSYTH COUNTY, Ga. – The Board of Commissioners gave unanimous consent to award a contract with Strack, Inc. for the Dick Creek Sanitary Sewer and Pump Station Phase-out Project for the Department of Water and Sewer in the amount of $1,999,009.00 during its Tuesday work session.

Commissioners discussed, but did not make a decision on a resolution for the state delegation to create local legislation to allow for the election of a County-Wide Chair.

The Board also approved:

  • A list of surplus items to be disposed of by the Department of Procurement;
  • The Georgia 811 (Call Before You Dig) Agreement with the Utilities Protection Center for calendar year 2022 in the amount of $60,318.69;
  • The adoption of the Georgia Department of Transportation (GDOT) Procurement Policy for Procurement, Management, and Administration of Engineering and Design-Related Consultant Services for all state and federally funded transportation projects;
  • The award of Bid 21-130-1205 for Interpreting and Sign Language Services for Courts to the firms SpanGlish Bilingual Agency and Interpreters Unlimited in an amount not to exceed $90,000.00;
  • The award of Bid 21-131-2410 for the purchase of as-needed uniforms and accessories for the Fire Department to NAFECO in an amount not to exceed $170,000.00;
  • Change Order #1 with Crown Retail Services, Bid 21-94-1620, to provide additional labor, materials, and equipment for renovation of the Departments of Fleet Maintenance and Roads and Bridges in the amount of $35,348.89;
  • Change Order #2 with Excellere Construction, LLC on the Big Creek Greenway Phase 1 Repair/Replacement Project for the Department of Parks and Recreation in the amount of $13,768.00 with twenty-three (23) additional days to be added to the schedule;
  • Change Order #2 with NOVA Engineering and Environmental for Construction and Special Inspection Testing at the Juvenile Justice Center in the amount of $20,213.00;
  • Approval to award Quote 21-185-3340 for the purchase of a new Ford F-550 service truck for the Department of Water and Sewer to the low bidder, Akins Ford, in the amount of $63,800.00;
  • The award of RFP 21-49-2300 for a Public Safety Scheduling Software Solution for E911 to Care Systems, Inc. in the not to exceed amount of $38,693.00;
  • Authorization for the Sheriff’s Office to accept the award from the Criminal Justice Coordinating Council FY21 VOCA Victim Assistance Formula Grant Program, award #C20-8-009, in the amount of $57,435 with no match required;
  • A request to apply for the Public Safety Officials and First Responders Supplement Grant to include ratification of the Chair’s execution of the Grant Agreement with the State of Georgia and Forsyth County;
  • Staff to develop, establish, and implement a 457(b) Retirement Plan for benefit-eligible Forsyth County employees, including the Plan Document and supporting documents, with Transamerica Retirement Solutions, LLC. The final Plan Document will recognize the right of the Board to amend or terminate the plan as it deems appropriate;
  • The FY 2022 Transportation Grant Agreement provided by the GA Department of Human Services, Division of Aging, and Deanna Specialty Transportation, in the amount of $81,000.00;
  • The Sawnee Electric Membership Corporation’s Agreement for Electric Service with approval of a Right of Way Easement to extend underground power to the Parkstone Pump Station;
  • Providing staff direction regarding proposed modifications to the County’s Stormwater Management Code, including support documents and manuals, to ensure compliance with the Georgia Environmental Protection Division’s model ordinance;
  • A Sewer Capacity Purchase Agreement with the City of Cumming for the addition to the Central Park Recreation Center at an initial cost of $24,000;
  • Acceptance of payment of policy limits of $24,334.46 for damage sustained to Sheriff’s Office Unit #92; with authorization for the Risk and Safety Manager to execute the Property Damage Release with Matthew Smith and Bristol West Insurance;
  • Providing staff direction regarding amendments to the Hotel, Motel and Lodging Excise Tax Ordinance;
  • Providing staff direction regarding a Board generated rezoning for ZA3954, Reymac Investments, LLC. In accordance with UDC 8-5.5(I), if an application for a Land Disturbance Permit has not been submitted within 18 months of zoning approval, the Board may consider rezoning to a constitutional zoning designation;
  • Providing staff direction regarding a Board generated rezoning for ZA3952, Yousef Emtairah. In accordance with UDC 8-5.5(I), if an application for a Land Disturbance Permit has not been submitted within 18 months of zoning approval, the Board may consider rezoning to a constitutional zoning designation;
  • Providing staff direction regarding the revocation of the Conditional Use Permit (CUP) for CP190012, Norshaw Properties, LLC. In accordance with UDC 8-5.5(I), if an application for a Land Disturbance Permit has not been submitted within 18 months of approval, the Board may consider revocation of the CUP;
  • Providing staff direction regarding amendments to Chapter 8 related to Title Opinion Requirements for Conditional Use Permits within the Unified Development Code;
  • Providing staff direction regarding amendments to Chapters 3, 8, and 18 related to Variances within the Unified Development Code;
  • Adoption of a Resolution regarding the appointment of Amita Dhawan to serve as the District 2 Representative to the Forsyth County Board of Assessors for a three-year term beginning December 8, 2021 and expiring December 7, 2024;
  • A resolution to condemn property interests in Tax Parcel 144-034 (Charles W. Cole and Linda A. Cole) of the Namon Wallace Road Project with authorization for the Chair to execute documents in furtherance of same; estimated just and adequate compensation: $16,662;
  • A resolution to condemn property interests in Tax Parcel 144-034 (Unknown Owner) of the Namon Wallace Road Project with authorization for the Chair to execute documents in furtherance of same; estimated just and adequate compensation: $1,716.00;
  • A resolution to condemn property interests in Tax Parcel 144-083 (Peggy Anderson and Earl Dexter Giglilliant) of the Namon Wallace Road Project with authorization for the Chair to execute documents in furtherance of same; estimated just and adequate compensation: $10,359;
  • Postponement of City Annexation request of parcel 151-213 (+/- 34.23 Acres of Land);
  • An extension of a temporary construction easement on Ronald Reagan Blvd.
