FORSYTH COUNTY, Ga. — The Board of Commissioners will consider two task orders relating to the Fowler Wastewater Reclamation Facility when it meets in a 2 p.m. work session Tuesday (Mar. 23) in the County Administration Building.
One task order will increase the scope of work ESG Engineering, Inc. will perform at the facility in an amount not to exceed $336,936. The other will be for Precision Planning to Inc. to design and provide construction documents for a new warehouse at the facility in an amount not to exceed $80,585.
Other agenda items to be considered include:
- Approval to declare items as surplus with authorization for the Department of Procurement to dispose of accordingly;
- Approval to move forward with a solicitation to have an update to the Forsyth County Comprehensive Plan for the Department of Planning and Community Development;
- Approval to award Bid 21-11-1620 for the purchase and installation of new furniture for the Forsyth County Tax Assessors’ Office to Turnerbone LLC in the amount of $96,014.25;
- Approval to award Bid 21-14-3180 for as-needed tires for Fire Fleet Maintenance and the Department of Fleet Maintenance jointly to Lanier Tire & Wheel and Southern Tire Mart for an estimated amount of $150,000.
- Approval to award Bid 21-21-3120 to procure three (3) new Kubota Diesel Tractors for the Department of Roads and Bridges to Mason Tractor Company, Inc. in the amount of $111,149.19;
- Approval to award Bid 21-22-3120 for the purchase of one (1) Broom Sweeper for the Department of Roads and Bridges to Tractor & Equipment Company in the amount of $68,500;
- Approval to award RFP 20-148-3150 for the design/engineering of improvements at Trammel @ S.R. 20 for the Department of Engineering to American Engineers, Inc. in the amount of $47,500;
- Approval to award RFP 20-186-3150 for Engineering Services – Roadway Design for the Department of Engineering to American Engineers, Inc., CHA Consulting, Inc., T.Y. Lin International, Development Planning, & Engineering, Inc., and Lowe Engineers, amount will be based on need and project;
- Approval of a Memorandum of Understanding with the Georgia Department of Transportation for the relocation of a 12-inch ductile iron water main due to the construction of a single lane roundabout at the intersection of SR 9; and AC Smith Road;
- Approval of the Amendment to the Lease Agreement for Environmental Health at Suites 401 – 403 located at 514 West Maple. The Amendment changes the commencement date from January 1, 2021 to April 1, 2021. Lease Rate is $16 per square foot, $4,400 per month and $39,600 for 2021. This lease was budgeted for $52,800 in the 2021 Budget;
- Approval of funding for the Sheriff’s Office Firearms Training Range in the amount of $350,000 with approval of a Budget Resolution;
- Acceptance of the Criminal Justice Coordinating Council (CJCC) Sub-Grant, R19-8-002, federal funding in the amount of $149,618 and match in the amount of $49,873 (total program $199,491), for the Residential Substance Abuse Treatment (RSAT) grant period April 1, 2021 through March 31, 2022 with approval of the Sub-grant Award, MOU for Service Provider – The Connection, and a Budget Resolution;
- Approval for the Chair to execute Georgia Transportation Infrastructure Bank Draw Request in the amount of $719,624.90 for the SR 369 Interchange with approval of a Resolution authorizing the Forsyth County Chief Financial Officer and Finance Director to make draw requests pursuant to the 2018 Georgia Transportation Infrastructure Bank Award regarding the SR 369 Interchange;
- Approval for the Chair to execute the GTIB Draw Request in the amount of $1,500,000 for the Ronald Reagan Boulevard Extension with approval of a Resolution authorizing the Forsyth County Chief Financial Officer and Finance Director to make draw requests pursuant to the 2018 Georgia Transportation Infrastructure Bank Award regarding the Ronald Reagan Boulevard Extension;
- Presentation of the Sawnee Mountain Preserve Phase 4 Site Master Plan, which encompasses the areas of Spot Road at the Visitors Center and the Barker Overlook property. The Plan was originally presented to the Board on November 24, 2020 by Pond & Company;
- Presentation by Tony Muse, Hayes, James & Associates, and consideration of approval of the Site Master Plan for Bennett Park;
- Proposed amendments to the Unified Development Code related to manufactured/mobile homes within Chapter 16 – Planner II, Department of Planning and Community Development;
- Proposed amendments to the Unified Development Code regarding pools and accessory structures;
- Proposed modifications to the Forsyth County Tree Protection and Replacement Ordinance (Ordinance 98);
- Proposed modifications to the Forsyth County Soil Erosion and Sedimentation Control Ordinance (Ordinance 73);
- A Mutual-Aid Agreement with Northside Hospital-Forsyth;
- Approval to offer GDOT 0.256 acres of Fee Simple ROW, 0.024 acres of Permanent Easement, 0.010 acres of Permanent Easement, and one Temporary Driveway Easement plus Improvements of County owned Parcel 131 (PIN 099-055, a.k.a. 1605 Canton Hwy.) as requested for a total of $69,700 with authorization for the Chair to execute all documents require
- Possible direction regarding the Development Authority;
- Possible direction regarding a County-Initiated Sketch Plat on 13.307 acres currently zoned M1 – Parcels 017-199 and 017-200;
- Conditional Use Permits for Short Term Rentals;
- Possible direction regarding a County-Initiated request to rezone 1.477 acres from CBD to A1 – Parcel 327-021;
- Approval of a Resolution authorizing the Director of the Forsyth County Emergency Management Agency to execute Independent Contractor Agreements for the Purchase of Services;
- A resolution authorizing the surveying of Namon Wallace Road for purposes of acquisition of right of way.
- Following the work session, the Board will convene into an Executive Session, after which the work session will reconvene to consider a Resolution to condemn certain property rights needed for the Old Atlanta Road Widening Project, Phase 4, Parcel 18: 4,885.40 square feet of permanent easement for construction and maintenance of slopes and drainage; 905.16 square feet of temporary construction easement (owners: Narayana Durga Prasad Bogadapati; Anuradha Allam; Mortgage Electronic Registration Systems, Inc., as nominee for United Wholesale Mortgage, LLC; United Wholesale Mortgage, LLC).
