New outdoor warning signals will be on the agenda when commissioners hold work session Tuesday

FORSYTH COUNTY, Ga. – Forsyth County Commissioners will consider the purchase of five additional outdoor warning sirens at a cost of $137,892 when they meet in a work session Tuesday (Oct. 27) at 2 p.m. in the County Administration Building, 100 East Main Street, Suite 220.

This will be an in-person assembly that is also available for remote streaming.

Other items to be considered include:

(1) An Agreement between Forsyth County, the Forsyth County Water & Sewer Authority, and Toll Southeast LP Company, Inc. (successor to Sharp Residential) related to the disposition and future purposing of 18.2 acres of property located at Forsyth County Tax Parcel No. 093-132, otherwise known as the Parkstone WRF site;

(2) Approval to declare the attached list as surplus with authorization for the Department of Procurement to dispose of accordingly;

(3) Approval to use District 3 Beautification Funds for maintenance of right of way on Bethelview Road from Steeplechase to Castleberry Road. Staff Recommendation: approve to have ACS Landscape Management, Inc. provide a one-time maintenance in the amount of $300.00. Staff requests this Item be considered as “Time Sensitive:”

(4) Approval to award Bid 20-114-16 for providing LED Lighting at the Forsyth County Administration Building, the Mason Street Parking Garage, and 426 Canton Hwy. Staff recommendation: award to Etrenzik LED, Inc. in the amount of $69,960.00. Staff requests this Item be considered on a “Time Sensitive” basis;

(5) Board consideration and approval to award RFP 20-88-2410 for Master Planning of the Fire Department Training and Logistics Center. Staff Recommendation: award to Croft & Associates, PC in the amount of $61,140.00;

(6) Ratification of the Sole Source Purchase of one (1) Ballot Extractor in the amount of $35,280.00 from Opex Corporation for the Department of Voter Registrations and Elections. Staff requests this Item be considered on a “Time Sensitive” basis;

(7) Approval to add five (5) additional Outdoor Warning Sirens to work with the existing system, a Sole Source to ATI Systems. Staff Recommendation: approval of five additional Outdoor Warning Sirens with a cost of $137,892.00;

(8) Approval of the Lease Agreement for Environmental Health for Suites 403, 404, and 405 at 514 West Maple. Said Agreement is a five-year lease for 3,300 square feet of space at a lease rate of $16 per square foot (monthly lease of $4,400; annual cost of $52,800). Staff Recommendation: approve the Lease Agreement for Environmental Health. Staff requests this Item be considered on a “Time Sensitive” basis;

(9) Acceptance of the FY2020 State of Georgia Homeland Security Grant Program in the amount of $50,000 to enhance SWAT operations administered by the Sheriff’s Office. Grant period of performance is from October 1, 2020 through August 31, 2022. Staff requests this Item be considered on a “Time Sensitive” basis;

(10) Authorization to apply for the Residential Substance Abuse Treatment Program Grant. Said Grant will require a County match of 25% and, if awarded, funding will provide five new positions at the Detention Center. Staff requests this Item be considered on a “Time Sensitive” basis;

(11) An amendment to the 2020 Jesse’s House Social Services Agreement;

(12) An Amendment to the Forsyth County-GDOT Connected Vehicle Technology Initiative IGA;

(13) A proposed settlement with United States Surety Company in regards to Performance Bond No. 100407007 issued in connection with Sanders Road Sidewalk Project, Bid and Project Number: 18-71-3150;

The Board will then recess to go into an Executive Session (if needed) before reopening the meeting for an open session.

The open session will include Board consideration of the following:

Resolutions to condemn the following property rights in connection with the McGinnis Ferry Widening Project:

(A) Parcel 177: 0.208 acres of fee simple right of way; 6,747.12 square feet of permanent easement for construction and maintenance of slopes (owners: Deerlake Homeowners Association, Inc.; Pacific Premier Bank, Inc.)

(B) Parcel 178: 0.076 acres of fee simple right of way; 12,803.12 square feet of permanent easement for construction and maintenance of slopes and drainage (owner: Johns Creek Investment & Development, LLC)

The Board will also consider the following Resolutions to condemn the following property rights in connection with the Old Atlanta Road Phase 4 project:

(A) Parcel 19: 0.085 acres of fee simple right of way; 10,537.87 square feet of permanent easement for construction and maintenance of slopes and drainage (owners: Bobby Neal Hanners; Jeri Hanners)

(B) Parcel 34: 1,334.50 square feet of permanent easement for construction and maintenance of slopes and drainage (owners: Mahesh Patel; Megha Patel; Mortgage Electronic Registration Systems, Inc.; Bank of America, N.A.)

Board will also consider the following Resolutions to condemn the following property rights in connection with the Old Atlanta Road Phase 5 Project:

(A) Parcel 7: 1,511.24 square feet of temporary construction easement (owners: Qingqing Tong; First Union National Bank)

(B) Parcel 23: 0.046 acres of fee simple right of way; 2,722.34 square feet of temporary construction easement (owners: Dean Couderc; Pam Couderc; Bank of America, N.A.).
