County work session scheduled Tuesday

FORSYTH COUNTY, Ga. — The Forsyth County Board of Commissioners will hold a work session Tuesday (Sept. 8) at 2 p.m. in the County Administration Building, 110 E. Main Street.

Items for consideration and discussion include :

(1) Board consideration and approval of a First Amendment to the 2011 Intergovernmental Agreement to Conduct Elections for and with the City of Cumming to add an advance voting location – Director, Department of Voter Registrations and Elections / County Attorney

(2) Board consideration and approval to declare the attached list of items as surplus with authorization for the Department of Procurement to dispose of accordingly – Director, Department of Procurement

(3) Board ratification of the purchase of 1,700 additional 5/8” water meters for calendar year 2020 from Delta Municipal for the Department of Water and Sewer; 2020 Budget, $358,700.00. Staff requests this Item be considered on a “Time Sensitive” basis – Director, Department of Procurement

(4) Board consideration and approval of the Agreement with Premier Surplus, Inc. regarding surplus disposal of various electronics – Director, Department of Procurement

(5) Board consideration and approval to purchase Stream and Wetland Credits for the Old Atlanta Road Widening Project for the Department of Engineering. Staff Recommendation: Purchase from Blueway Sales Team, ACF River Basin Group, LLC, in the amount of $375,745.00 – Director, Director of Procurement

(6) Board consideration and approval to begin negotiations with Black & Veatch under RFP 20-70-3340 for the expansion of the Antioch Water Treatment Plant for the Department of Water and Sewer – Director, Department of Procurement

(7) Board consideration and approval to award RFP 20-95-3150 for design services for the Brannon Road Sidewalk Project for the Department of Engineering. Staff Recommendation: Award to American Engineers, Inc. in the amount of $100,000.00 – Director, Department of Procurement

(8) Board discussion, review, and possible action (including staff update) regarding Transportation GO bond projects, SPLOST 8 projects, LMIG funds, availability of reserve funds, and the priority and funding capacity for projects to be commenced and completed by such revenue sources – Mills / Semanson

(9) Board discussion and possible direction regarding a proposed project to add a right turn lane on Trammel Road at SR 20 – Director, Department of Engineering

(10) Board consideration and possible authorization for an additional $5,000 of District 2 beautification funding to be used for mowing and maintenance along Highway 141/Peachtree Parkway – Brown / Mills

(11) Board consideration and approval of a Budget Resolution in the amount of $79,140 to allocate insurance proceeds towards the replacement of three Sheriff’s Office total loss vehicles as presented by County staff – Budget/Grants Manager, Department of Finance

(12) Board consideration and approval of a Budget Resolution for the transfer of available funds from the General Fund to the Capital Outlay Fund as authorized by the Board of Commissioners’ Resolution and based on the General Fund unassigned fund balance in the December 31, 2019 Comprehensive Annual Financial Report – Chief Financial Officer

(13) Board consideration and approval of a Resolution authorizing the Forsyth County Risk Manager to have authority to make unilateral decisions whether to pursue, or waive, subrogation against a county employee’s third party settlement for subrogation liens which do not exceed $100,000 – Risk & Safety Manager, Department of Risk Management

(14) Board consideration and approval of a Resolution to authorize the Risk Manager to sign on behalf of the Board of Commissioners a property damage release form releasing the County’s property damage claims against another where the settlement of the County’s claim against the other for damage to County property does not exceed $30,000 – Risk & Safety Manager, Department of Risk Management

(15) Board consideration and approval of proposed changes to Civil Service Policy 5 Section D to provide that request for subpoenas shall be made at least seven (7) business days prior to the hearing date – Risk & Safety Manager, Department of Risk Management

(16) Presentation and possible Board direction regarding the proposed 2021 Fee Schedule for the Department of Parks and Recreation – Director, Department of Parks and Recreation.(At the August 25, 2020 Work Session, the Board agreed to move this Item to the next Work Session (September 8, 2020) for further discussion and consideration.)

(17) Board discussion and possible direction regarding a County-Initiated request to rezone 10.68 acres from RES3 to A1 – Parcel 073-229 – District 1 – Planning Manager, Department of Planning and Community Development

(18) Board consideration and approval of a County-Initiated Zoning Condition Amendment for Halcyon, that was formerly zoned via ZA3728. The requested change is to modify condition #17 – Brown / Mills

(19) Board discussion, consideration and possible direction regarding stakeholder recommendations related to proposed modifications to the Forsyth County Tree Protection and Replacement Ordinance (Ord #98) and the Forsyth County Soil Erosion and Sedimentation Control Ordinance (Ord #73); this agenda item shall be inclusive of that direction provided by the Board on March 24, 2020 that proposed modifications to Forsyth County Ordinances 98 and 73 return to the Board on June 23, 2020. The Clerk to the Board of Commissioner shall note that the present agenda item shall constitute satisfaction of that March 24, 2020 direction – Deputy Director, Department of Planning and Community Development

(20) Board discussion and possible direction regarding the Davidson Forsyth Overlay Process – Director, Department of Planning and Community Development (At the July 14, 2020 Work Session, the Board voted unanimously to authorized staff to move ahead with more specifics and to divert some resources into developing the Overlay into a form and end product that the Board can consider.)

(21) Board consideration of authorizing County-issued cell phones to members of the Planning Commission – Cooper / Mills

(22) Board discussion and possible direction regarding possible edits to the Forsyth County Comprehensive Plan – Levent / Mills

(23) Board conditional approval of the Right of Way Maintenance Agreement with The Orchards of Central Park Master Association, Inc. for SR 306/Keith Bridge Road for The Orchards of Central Park as presented – County Attorney
(At the September 3, 2020 Regular Meeting / Public Hearings, the Board voted unanimously (during adoption of the Agenda) to move this Item from the Consent Agenda to the September 8, 2020 Work Session.)

(24) Board discussion and possible direction regarding the Forsyth County Development Authority – Director, Department of Building and Economic Development.(At the August 25, 2020 Work Session, the Board agreed to move this Item for further discussion and consideration to the next Work Session (September 8, 2020).)
