County Commission work session set for Tuesday

Staff Recommendation: approve to renew the AT&T Threat Manager Log Analysis Pricing Schedule to the AT&T Master Agreement with authorization for the County Manager to sign the Schedule; $58,496.00, 2020 Budget – Director, Department of Procurement
(3) Board consideration and approval to enter into a CivicRec Software SOW with CivicPlus for the Department of Senior Services. Staff Recommendation: approve to enter into a CivicRec Software SOW with CivicPlus with authorization to continue the Annual Software Licensing and Maintenance renewals (based upon business need) for the life of this software with authorization for the County Manager to sign the appropriate documents; $9,378.00, 2020 Budget – Director, Department of Procurement
(4) Board consideration and approval to award the Cumming Library Roof Replacement Design and Inspections for the Department of Public Facilities. Staff Recommendation: award to Jericho Design Group, in the amount of $77,050.00 – Director, Department of Procurement
(5) Board consideration and approval to award Bid 20-54-3120 for the purchase of one (1) new Dual Drum Vibratory Compactor for the Department of Roads and Bridges. Staff Recommendation: award to Yancey Bros, Co. in the amount of $109,805.00 – Director, Department of Procurement
(6) Board consideration and approval to award Bid 20-81-3120 for the purchase of one (1) new Compact Skid Steer for the Department of Roads and Bridges Department. Staff Recommendation: award to Border Equipment in the amount of $50,900.00 – Director, Department of Procurement
(7) Board consideration and approval to award Bid 20-85-3150 for the resurfacing of approximately 46.89 miles of roadway for the Department of Engineering. Staff Recommendation: award to Blount Construction Company, Inc. $5,350,740.00 – Director, Department of Procurement
(8) Board consideration and approval of a Task Order with ESG Engineering, Inc. for engineering support, which includes: technical development of a solicitation to select a design firm, provide technical review of proposals received for the Shakerag Wastewater Reclamation Facility (WRF) expansion to 2.5 million gallons/day, and complete a Biosolids Master Plan for both water and wastewater treatment for the Department of Water and Sewer. Staff Recommendation: approve the Task Order with ESG Engineering, Inc. in the amount $141,364.00 – Director, Department of Procurement
(9) Board ratification of the acceptance of a $100,000.00 Grant Award from the Aetna Foundation together with the American Association and the National Association of Counties with approval of a Budget Resolution. Forsyth County was selected to receive the award as part of the Healthiest Cities and Counties Challenge to implement a two-year project to advance health equity in our community. The Department of Information Systems and Technology will be working with the Forsyth County Sheriff’s Office and Avita, the County’s local behavioral health provider, to create a data collection warehouse/process to improve coordination of care for people who are in a mental health crisis – Grant Coordinator, Department of Finance
(10) Board consideration and possible direction regarding the Entitlement Status from the Department of Housing and Urban Development (HUD); Forsyth County is eligible for Entitlement Funds from HUD. The County is potentially eligible for up to $909,900.00 each year over the next three years. HUD is requesting formal notification of the decision to either accept the Entitlement Status or defer these funds as done in the past. Once a decision is made, a letter from the Board will need to be electronically submitted to the HUD/Atlanta office by August 21, 2020 – Grant Coordinator, Department of Finance
(11) Board consideration and acceptance of the Council of Accountability Courts Judges State of Georgia Grant Program in the amount of $261,357.00 with a match of $29,040.00 for Forsyth County’s Adult Felony Drug Court. Funding will support costs of director, assistant director, law enforcement officer, counselors, drug testing supplies, workbooks, and training costs. Grant period is from July 1, 2020 through June 30, 2021. Staff requests this Item be considered as “Time Sensitive” – Grant Coordinator, Department of Finance
(12) Board consideration and acceptance of the Council of Accountability Courts Judges State of Georgia Grant Program in the amount of $163,258.00 with a match of $18,140.00 for Forsyth County’s C.A.R.E. Court. Funding will support costs of program coordinator, counselor, drug testing supplies, workbooks, and training costs. Grant period is from July 1, 2020 through June 30, 2021. Staff requests this Item be considered as “Time Sensitive” – Grant Coordinator, Department of Finance
(13) Board consideration and acceptance of the Council of Accountability Courts Judges State of Georgia grant program in the amount of $40,586.00 with a match of $4,510.00 for Forsyth County’s Family Drug Court. Funding will support costs of treatment counselors, drug testing supplies, workbooks, and training conference. Grant period is from July 1, 2020 through June 30, 2021. Staff requests this Item be considered as “Time Sensitive” – Grant Coordinator, Department of Finance
(14) Board consideration and acceptance of the Council of Accountability Courts Judges State of Georgia Grant Program in the amount of $102,616.00 with a match of $11,402.00 for Forsyth County’s DUI Court. Funding will support costs of a law enforcement officer, counselor, drug testing supplies, workbooks, training, and travel costs. Grant period is from July 1, 2020 through June 30, 2021. Staff requests this Item be considered as “Time Sensitive” – Grant Coordinator, Department of Finance
(15) Board consideration and possible direction regarding the 2019 Impact Fee Capital Improvement Element Update and Community Work Program with authorization for staff to proceed with the Public Hearing process to occur on August 20, 2020. Staff requests this Item be considered as “Time Sensitive” – Impact Fee Administrator, Department of Finance
(16) Board consideration and approval of the Project Framework Agreement (PFA) between the Georgia Department of Transportation (GDOT) and Forsyth County regarding preliminary engineering of the Pilgrim Mill Multi-Use Trail Project – P.I. No. 0016975. The executed Memorandum of Agreement (GA FLAP Grant 104(1)) is attached; the FLAP Grant was awarded to Forsyth County on June 12, 2019 in the amount of $2,487,760.00 with a County match of $1,030,236.00 – Director, Department of Engineering
(17) Board consideration and approval of a Memorandum of Understanding (MOU) with the Georgia Department of Transportation (GDOT) regarding relocation of a waterline due to an Intersection Improvement Project at SR 9 and CR184 (Jewell Bennett Road). Relocation includes: 6″,8″, and 12″ ductile iron pipes, 2″ PVC pipes, one fire hydrant, various fittings and valves, and a steel casing – Director, Department of Water and Sewer
(18) Board consideration and approval of a Release for Property Damage Settlement with USAA General Indemnity in the amount of $22,701.75 for an automobile accident involving Unit #188 with authorization for the Risk and Safety Manager to sign said Release.
