Commissioners approve resolution to expand South Forsyth County CID

FORSYTH COUNTY, Ga. – The Forsyth County Board of Commissioners gave unanimous approval to a resolution consenting to the expansion of the South Forsyth County Community Improvement District during the Monday (June 23) work session.

A community improvement district is an association of property owners in a defined area that levies taxes on itself in order to fund improvements within the district boundaries.

Speaking for the CID, Nicole Hall said the expansion includes 47 homeowners and 51 parcels of land with a goal of increasing CID revenue to $1 million over the course of two to three years.

The Board also approved two change orders. The first was with Archer Western, LLC on the Fowler Water Reclamation Facility Expansion for the Department of Water and Sewer with a Budget Resolution that moves funds ($1.4 million) from future Capital Expansion Project of Facility to Current Project.

The second was a change order with Cooper & Company General Contractors, Inc. for the construction of Fire Station 11, Fire Department and Department of Public Facilities in the amount of $99,476.

Other items approved by the Board include:

  • A list of items as surplus and authorize the Department of Procurement to dispose of accordingly – Director, Department of Procurement;
  • Ratification of a QPublic Online Appeals Professional Services Agreement with Schneider Geospatial for the Tax Assessors’ Office in the amount of $4,470;
  • A Sole Source Purchase of two valves for the Department of Water and Sewer for the 369 Widening Project in the amount of $96,000;
  • The First Amendment to the Air Quality Monitoring Agreement between Forsyth County and the Environmental Protection Division of the Georgia Department of Natural Resources;
  • A Structure Nuisance Code Violation at 3594 Old Atlanta Road, Tax Parcel 159- 006;
  • A Structure Nuisance Code Violation located at 5140 Virginia Avenue, Tax Parcels 269-175 and 269-176;
  • A Structure Nuisance Code Violation located at 6025 Crystal Cove Trail, Tax Parcel 301-011;
  • A Structure Nuisance Code Violation located at 8116 Knight Road, Tax Parcel 314-216 – District 4;
  • A Structure Nuisance Code Violation located at 9135 Brookshire Road, Tax Parcel 325-225 T001;
  • Georgia Power’s Lighting Proposal and Services Agreements to remove and replace existing outdoor lighting fixtures with new LED fixtures at multiple locations with authorization for the County Manager to sign said Services Agreements;
  • Renewal of the ACCG-IRMA Insurance Coverage Agreement in the amount of $805,001.00
  • A Memorandum of Understanding (MOU) between the Forsyth County Department of Water and Sewer and the Georgia Department of Transportation (GDOT) regarding relocation of a waterline and a sanitary sewer force main along SR 20 from SR 371 to E of CS 579/North Corners Parkway due to a road widening project;
  • A Memorandum of Understanding (MOU) between the Forsyth County Department of Water and Sewer and the Georgia Department of Transportation (GDOT) regarding relocation of a waterline along SR 9 from Windward Parkway to the Forsyth County line;
  • Appointment of Winifred Weng as the District 5 Representative to the Department of Family and Children Services (DFCS) Board to fulfill the unexpired term of Marcie Kreager. The term will begin immediately and expire on June 30, 2021 at which time a reappointment or new appointment will be made to a full, 5-year term.
  • Reappointment of Paula Malmfeldt as the District 3 Representative to the Department of Family and Children Services (DFCS) Board. The 5-year term begins on July 1, 2020 and continues through June 30, 2025.
  • Funding of the proposed Brannon Road Sidewalk Project that will extend from the South Forsyth High School entrance located on Ronald Reagan Boulevard, north to Brannon Road, and then east on Brannon Road to the Temple;
  • A resolution proclaiming its support of Local, State, and Federal Law Enforcement – Board of Commissioners.

The Board agreed to bring back a discussion regarding proposed amendments to the Unified Development Code regarding Conservation Subdivisions to a future work session.
