Council approves bid for water line crossing Settingdown Creek

CUMMING, Ga. — In a meeting that lasted just under 30 minutes, Cumming City Council approved a number of bids, including one for $812,373 to Universal Underground Contractors for the Hwy. 369 water line crossing Settingdown Creek.

The good news is that funding for the project will be completely reimbursed by Georgia Department of Transportation.

Council also approved:

  • The purchase of a trackhoe from Bobcat of Atlanta in the amount of $69,699.59. The City had approved the purchase from another vendor earlier in the year and expected to have the backhoe delivered. But when the company could not deliver it until March 2023, staff rebid the purchase and Council approved it unanimously.
  • A request for a variance on the number of parking spaces for a business at 1080 Sanders Road from 37 to 51, including three handicap spaces
  • The replacement of deteriorating high voltage power lines at a cost of $264,100. The low bidder was Jerry Pruitt Electrical Contractors.
  • The bid of Compass Security to install security cameras at the Water Distribution Division Shop at a cost of $42,173.39.
  • The emergency replacement of an influent drum screen that has been in service for about 15 years at the wastewater plant in the amount of $109,598.

The installation of a 12-inch water line extension on Vision Drive at a cost of $390,000. The vendor is Jasper Grading and Pipeline.

GDOT’s Dunn named to 100 Most Influential Women in Georgia Engineering

ATLANTA – Georgia Department of Transportation Board Chair Emily Dunn was recently honored as one of Engineering Georgia magazine’s list of “100 Influential Women in Georgia Engineering.” The magazine is known as the official statewide magazine of Georgia’s engineering industry.

Dunn joined the State Transportation in 2011 and has been serving the members of Congressional District 9 since then. In 2015, Dunn became the first female Chairman of the STB and is currently once again serving in that capacity. She is President of Tom’s Amusement Company, Inc. and a registered nurse. Dunn has served as Chairman and on various boards including, Fannin County Board of Education, Amusement and Music Operations Association, Fannin Regional Hospital, North Georgia Technical College, and the Fannin County Chamber of Commerce.

For the fifth consecutive year, Engineering Georgia magazine has included women of the State Transportation Board (STB) and the Georgia Department of Transportation (Georgia DOT) in its annual listing of “100 Influential Women in Georgia Engineering.” The Georgia DOT is well-represented with four STB members and five Georgia DOT team members, who were nominated and selected by their peers and leaders for this recognition.

The State Transportation Board is comprised of 14 congressional districts each represented by a board member elected by a majority of a General Assembly caucus from their congressional district. Board members serve staggered five-year terms and guide the planning, development and management of the department and critical transportation projects in the state of Georgia.

Georgia DOT aims to deliver a transportation system focused on innovation, safety, sustainability and mobility. The Department prides itself on its diverse and well-trained workforce and is proud to recognize the achievements of these women.

Other women recognized who are affiliated with Georgia DOT include:

Ann R. Purcell, who represents Congressional District 1 on the STB, was elected in 2013. She has served as chair and vice-chair. Purcell previously served 18 years in the Georgia House of Representatives.

Stacey Key, who represents Congressional District 5, joined the STB in 2013. She is president and CEO of the Georgia Minority Supplier Development Council (GMSDC) and serves on various boards, including the Georgia Chamber of Commerce and the Midtown Alliance.

Dana Lemon, who represents Congressional District 13, has served on the STB for 18 years and was the first woman elected to the board. Lemon is president of W.D. Lemon & Sons Funeral Home and co-hosts a local TV talk show, Community Spotlight.

Meg Pirkle, P.E. is the first woman to serve as chief engineer for Georgia DOT. Pirkle oversees the management of Georgia DOT’s engineering, construction, project management and P3 program delivery. She is a registered professional engineer.

Jannine Miller was nominated by Governor Brian Kemp and confirmed by the Georgia House and Senate Transportation Committees in 2020 to serve as Georgia DOT’s planning director. She previously worked with former Governor Sonny Perdue, ran the Center for Innovation and Logistics at the Georgia Department of Economic Development and has been involved with GRTA and ARC.

Kathy Zahul, P.E. is the assistant director for strategic and systems planning. She has been with the Department for 28 years and has held a variety of roles in construction, state aid and bridge maintenance. Most recently she was the District Engineer for Georgia DOT’s metro Atlanta district. Zahul is a licensed professional engineer.

Hiral Patel, P.E. is the director of the Division of Engineering, a position she has held since 2015. She has been with the Department for over 20 years. Patel is a licensed professional engineer.

Kimberly Nesbitt joined the Georgia DOT in 1999 as a civil engineer technologist in traffic operations and worked her way up to her current position of state program delivery administrator. The Office of Program Delivery is responsible for approximately 1,000 projects.

The magazine also recognized State ITS Engineer Emily Dwyer as one of the 50 “Women in the Know.” Emily was selected among those most likely to bring positive change and innovation within their industries.

GDOT releases funds for Post Road widening project

Forsyth County, Ga. – The Georgia Department of Transportation (GDOT) is making funds
available sooner than originally anticipated for a project to add lanes on Post Road from S.R. 9 to Kelly Mill Road.

“Forsyth County is one of Georgia’s fastest-growing communities and appropriately managing
congestion is a top priority for state and local transportation officials in order to best serve residents,” said Gov. Brian Kemp. “I am proud of the partnership we have with Forsyth County leadership and our ability to work together to provide infrastructure improvements needed for the future.”

GDOT has committed to a total of $62,142,600. A breakdown is listed below:
– $21,193,600 for right of way (beginning as early as July 2022)
– $36,544,200 for construction (beginning as early as July 2025)
– $4,404,800 for utilities (beginning as early as July 2025)
“The widening of Post Road is a project that we have been working closely with the state to bring to fruition for residents that use that busy thoroughfare,” said Forsyth County Chairman Alfred John. “To see how much our partners at GDOT and the governor’s office value this project is great to see, and we thank them for their diligence to move the project timeline up.”

Once complete, the 3.64-mile portion of Post Road between S.R 9 and Kelly Mill Road will increase capacity and improve safety by adding two lanes in each direction with a raised median, shoulders, curb and gutter as well as five-foot sidewalks. The project is currently in the design phase.

“We greatly appreciate the governor’s support for this project and appreciate the state moving the
project’s timeline up,” said District 3 Commissioner Todd Levent. “This project is an example of just how important the relationship we have with the state truly is. This particular portion of Post Road has needed widening for some time now and I am pleased that it will get the update it needs to relieve some of the congestion in the area.”

The announcement follows last week’s Georgia Transportation Infrastructure Bank award of
$750,000 from the State for the Coal Mountain Connector project, another partnership between Forsyth County and the State.

Board of Commissioners approves the Dick Creek phase-out project

FORSYTH COUNTY, Ga. – The Board of Commissioners gave unanimous consent to award a contract with Strack, Inc. for the Dick Creek Sanitary Sewer and Pump Station Phase-out Project for the Department of Water and Sewer in the amount of $1,999,009.00 during its Tuesday work session.

Commissioners discussed, but did not make a decision on a resolution for the state delegation to create local legislation to allow for the election of a County-Wide Chair.

The Board also approved:

  • A list of surplus items to be disposed of by the Department of Procurement;
  • The Georgia 811 (Call Before You Dig) Agreement with the Utilities Protection Center for calendar year 2022 in the amount of $60,318.69;
  • The adoption of the Georgia Department of Transportation (GDOT) Procurement Policy for Procurement, Management, and Administration of Engineering and Design-Related Consultant Services for all state and federally funded transportation projects;
  • The award of Bid 21-130-1205 for Interpreting and Sign Language Services for Courts to the firms SpanGlish Bilingual Agency and Interpreters Unlimited in an amount not to exceed $90,000.00;
  • The award of Bid 21-131-2410 for the purchase of as-needed uniforms and accessories for the Fire Department to NAFECO in an amount not to exceed $170,000.00;
  • Change Order #1 with Crown Retail Services, Bid 21-94-1620, to provide additional labor, materials, and equipment for renovation of the Departments of Fleet Maintenance and Roads and Bridges in the amount of $35,348.89;
  • Change Order #2 with Excellere Construction, LLC on the Big Creek Greenway Phase 1 Repair/Replacement Project for the Department of Parks and Recreation in the amount of $13,768.00 with twenty-three (23) additional days to be added to the schedule;
  • Change Order #2 with NOVA Engineering and Environmental for Construction and Special Inspection Testing at the Juvenile Justice Center in the amount of $20,213.00;

State, county break ground on cloverleaf interchange project at SR 369 and 400

Forsyth County, Ga. – Forsyth County and state officials gathered on Tuesday, Nov. 17, to officially break ground on the widening of SR 369 as well as the creation of a grade-separated, partial cloverleaf interchange coming to the intersection of SR 400 and SR 369.

The project will widen SR 369 (also known as Brown’s Bridge Road) from a two-lane road to a four-lane road, divided by a 20-foot raised median. SR 369 will be widened from just west of SR 9 to slightly east of SR 306, approximately two miles. The project will also include sidewalk trails along both sides of SR 369. There will also be an added partial cloverleaf interchange at SR 369 and SR 400.

“The project will create an entirely new traffic pattern for all of north Forsyth that will have a positive ripple effect throughout the whole county,” said District 4 Commissioner Cindy Jones Mills. “Thank you to the voters of Forsyth County for making this project possible with the voter approved Transportation Bond as well as our partners at GDOT.”

The project was identified in the Forsyth County Major Transportation Plan of 2006. Funding for the intersection comes from the Forsyth County Transportation Bond, approved by voters in 2014, as well as GDOT Funding and state grants. Funding for the widening of SR 369 comes from the County Transportation Bond.

The anticipated duration of the project is 36 months with a planned opening of late 2023, weather permitting.

Transportation Summit set Wednesday at Forsyth Conference Center

Commissioners Semanson, Mills, Cooper, and Brown voted in favor; Commissioner Levent voted in opposition.)
